Although there was no immediate threat, parents have been encouraged to take the opportunity to remind their children about the need to be aware of their surroundings and the safety rules established at home.

LARGO (Reform Sasscer) – History has a tendency to repeat itself in Prince George’s County.
This November, several state lawmakers announced a plan to reintroduce a $2.2 billion school construction and renovation spending bill in the upcoming legislative session. An identical measure failed in the Senate last session because of fiscal concerns.
The same lawmakers have failed to address a myriad of concerns involving the Prince George’s County Public Schools (PGCPS) which are ongoing. CEO Dr. Monica Goldson and several union officials are engaged in conflicts of interests together with senior staff members led by chief of staff Christian Rhodes in “quid pro quo” deals.
The latest from Dr. Monica Goldson’s administration involves secretive union investments deals with Kirwan commission saga and a company in which the Maryland Governor Larry Hogan has a stake.
Hogan is the founder of the Annapolis-based Hogan Companies, which has completed more than $2 billion in real estate deals since 1985 and has continued to thrive since Hogan took office in 2015.
The governor has stepped aside from running the company and turned his assets over to be managed by a trust. Hogan Companies is now run by the governor’s younger brother, Timothy Hogan. The current Prince George’s County Public Schools (PGCPS) CEO Dr. Monica Goldson was in charge of the closure of many schools in the county. It is common knowledge that her becoming a CEO, a quid pro quo reward for dirty work in the midst of significant corruption, was a part of the “pay to play” deal that is a major issue to the public.
From drinking dirty water, asbestos, public corruption to embarrassing test scores, Prince George’s County Public Schools (PGCPS) has repeatedly made international headlines for having one of the worst school systems in the country.
As a solution, the Kirwan Commission proposes that PGCPS double its share of education spending by 2030, which would require the Prince George’s County to generate an additional $360.9 million in annual revenue by that date. Unfortunately, this recommendation is not only fiscally infeasible but would fail to solve underlying inequality problems that further contribute to Prince George’s County’s education crisis due to a lack of accountability.
Maryland localities have two main sources of revenue: income taxes and property taxes. Since Prince George’s County already levies a state maximum local income tax of 3.2 percent, the primary way to generate additional revenue would be to increase its property tax rate. Five Maryland counties cap their property tax rates or receipts but are allowed to exceed their charter limitations on local property tax hikes for the purpose of generating education funds.
Prince George’s County currently levies a property tax of $2.248 per $100 of assessed value, a rate that is already more than twice as high as any jurisdiction in Maryland. To generate an additional $360.9 million, by how much would Prince George’s County’s property tax rate have to rise?
This fiscal year, Prince George’s County’s net property tax receipts are expected to total approximately $913 million. To generate an additional $360.9 million for its schools, the county would need to collect approximately 42 percent more in property taxes. This would require an increase in Prince George’s County’s property tax rate to about $4.12 ($2.248 x 1.39) per $100 of assessed value, roughly triple that of other Maryland counties.
This is a rough estimate, of course; elected officials must be hoping that the Prince George’s County’s tax base will grow enough to make the necessary tax hike somewhat smaller, except that’s counter to recent history: Since 2010, Prince George’s County total property tax base has fallen in reality, inflation-adjusted terms. Unless that trend is reversed, the necessary hike might be even greater than 42 percent; clearly, Kirwan is asking the Prince George’s County to spend money it does not have — despite clear evidence that money is not going to fix the Prince George’s County school problems without a proper oversight of all the activities going on involving the corrupt Union officials.
In fact, Prince George’s County is already the seventh most spendthrift school district among the 100-largest school districts in the country. Prince George’s County spent $15,560 per pupil in 2019, only trailing New York City, Boston, Baltimore City, Montgomery, and Howard. Yet less than 15 percent of Prince George’s County’s elementary and middle school children are proficient in math, and only 13 percent are proficient or advanced in English. This puts Prince George’s County at the bottom three in the nation and competing with Baltimore city, ahead of only Cleveland and Detroit.
There are, however, more evidence-based and cost-effective ways to help struggling children improve their learning outcomes without bankrupting Prince George’s County.
According to a study by Stanford University’s Center for Research on Education Outcomes, students at Maryland’s charter schools, especially those who are Black or Hispanic, outperform their counterparts in traditional public schools. The study found that Black charter students made math gains equivalent to 47 extra days of learning, and Hispanic charter students made reading gains equivalent to 77 additional days of learning. However, Charter schools in Maryland are poorly managed and the majority of them are engaged in embezzlement schemes.
Some 81 percent of Prince George’s County schools have student populations characterized by concentrated poverty; roughly 40 percent of students are eligible for reduced-price meals. This explains why Prince George’s County education reforms should be, first and foremost, strategically designed to address deep-rooted inequality problems and corruption driven by senior management. This can be done by working closely with victims of major corruption and whistle-blowers such as Josephat Mua who have been hurt deliberately by current CEO Dr. Monica Goldson and her minions. Expanding charter school options when public corruption is so high in Prince George’s County and many parts of Maryland is not the answer!
The investments may be legal, but the murky source of the cash and Monica Goldson’s lack of disclosure, in addition to other ethical issues surrounding her governance of the school system (some of which involve a breach of contract, conspiracy, advancement of fraud inter alia), make the entire situation look bad. One parent who did not want to be identified for fear of retaliation told Reform Sasscer secretariat, “It will cause people to wonder whether she is being improperly influence.”
There are reports some despots connected to public corruption in Maryland are channeling their ill-gotten wealth through financial services conglomerate Goldman Sachs via the Cayman Islands and elsewhere by other means, making the original sources impossible to track. Neither Cadre nor Goldman is required to make the investors public and neither company has expressed an interest in doing so.
In any case, Prince George’s County as a District simply has no choice but to resist the Kirwan plan and the higher property tax rates necessary to fund it. This year, Prince George’s County saw its biggest population loss in a single year since 2001. Driving more taxpayers to the surrounding suburbs by taxing them even more aggressively is neither a viable nor advisable option for fixing the Prince George’s County’s broken school system which continues to get worse due to corruption at plain sight facilitated by officials working under color of law and corrupt union officials. It’s time to say NO to the despots.

A viral video of a fight between a teacher and a student inside a Prince George’s County high school classroom has parents demanding answers.
LARGO, Md. (Reform Sasscer) – Some parents are expressing strong concern for the safety of teachers along with students at Largo High School in Prince George’s County.
More than 100 people turned out in major force for a PTSA meeting Tuesday night to discuss the violent fight between a student and teacher that was caught on camera Friday. Video of the fight has gone viral worldwide.
Vivian Noirie, 36, was arrested Friday after the assault at Largo High School on an unidentified 17-year-old student, who appeared to knock into the teacher from behind in the middle of the packed classroom, according to footage obtained by the press.
Prince George’s County police said the student was upset that Noirie had contacted her parents the night before and confronted her, stepping on the teacher’s foot before bumping into her with her shoulder. That caused Noirie to erupt, sending the educator into a frenzy as she repeatedly hits the student from behind, video shows.
After a hearing Monday November 18, a Prince George’s County judge released 36-year-old Vivian Noirie on the conditions she stay away from any witnesses, Largo High School and children, other than her own child.
The 36-year-old appeared in a Prince George’s County courtroom via video to be arraigned on charges of 2nd degree assault and physical child abuse.
Several teachers and county citizens came in person to show their support, including Noirie’s husband and the Prince George’s County Educators’ Association President, Theresa Mitchell Dudley who faced pressure online.
Police have said they’re also seeking to charge the teen girl through the juvenile court system.
Mitchell Dudley who was pushed to help the teacher through social media by colleagues now believes Noirie did not get the support she needed and told reporters Noirie had called for help with this 17-year-old student before the fight erupted.

The fight isn’t the only incident of concern. Reform Sasscer has learned as reported earlier, late last month a student brought a fully loaded magazine and taser into the school among other items, and at least one other teacher has voiced concerns over safety in general at the school.
At the PTSA meeting, the principal announced book bags will now have to stay in lockers and students will only be allowed to carry clear or mesh bags throughout the school. Weapons are not welcome at the school grounds of any kind.
People at the meeting were asked to write down their questions and concerns but officials said there wasn’t time to answer them all so they promised to post answers on the school’s website. Some parents in the audience felt the meeting was nothing more than a publicity stunt… Another parent stated that, the issues were going to be brushed off under the table.
The president of the Student Government Association said the SGA is working on forms for the students to fill out asking for feedback on ways to “bring us all together.”
Beleaguered Prince George’s County Educators’ Association President Theresa Dudley showed up late for the meeting. She was retaliatory rather than help advance the current agenda affecting the county school system. However, that’s a another story for another day.

A PGCPS teacher was arrested after video surfaced of a fight between a staff member and at least one student Friday morning at Largo High School in Prince George’s County – major brawl has been seen worldwide.
LARGO, Md. (Reform Sasscer ) — A violent brawl between a teacher and a student at Largo High School last week is a “horrific symptom” of many many other problems plaguing the Prince George’s County school system, including overcrowded classrooms, lack of fair representation, public corruption and a lack of mental health services for both students and teachers. Part of this was confirmed by the beleaguered Prince George’s County teachers union President Theresa Dudley through a letter shared on social media.

Noirie’s attorney told a judge on Monday that before this fight, Noirie lived a “sterling life. He also brought attention to possible issues on the job.”
Attorney Alex Leikus claimed the 36-year-old informed a friend about being or feeling threatened.
He claimed she had been assaulted on the job three times before.
When asked, a spokesperson for the Prince George’s County Public Schools told the press they will “conduct a thorough review once the criminal issues are resolved.”
In a statement Monday, beleaguered Prince George’s County Educators’ Association President Theresa Dudley said she’s following the case closely. “Verbal and physical assaults on educators are too common,” Dudley said in the statement. “There is a sense that, as an educator, we should continue to keep taking abuse, threats and assaults from students, parents and administrators because we are the adults in the room.”
“Educators are human and need the same emotional and mental supports as students to ensure that situations are appropriately addressed,” Dudley said.
The statement also criticized what it called a “‘Jerry Springer’ culture” that “condones violence, publicizes it as a virtue and accepts it as a norm, must cease.”
She also told the press a GoFundMe page was created to help pay for the teacher’s legal fees. However, many teachers do not trust her managing the account. One teacher stated…”I don’t trust them with my money..” Several staff have suggested Theresa Dudley recuse herself from managing the GoFundMe page due to conflicts of interest.
In charging documents, Prince George’s County police said the teen told detectives she came to Noirie’s classroom about 10:15 a.m. Friday and approached the teacher about an email the teacher had sent to the student’s mother the night before about the teen’s behavior.
At first, Noirie refused to talk with the student without a third party present, because the student was being hostile, the teen told police.
The student told detectives she followed the teacher around the classroom “to force the (teacher) to talk with her,” police wrote in charging documents.
The student told police at one point she “accidentally” stepped on the teacher’s foot and ignored her teacher several times when she was told to sit down because she wanted answers.
The student told police she “pushed past” the teacher to leave the classroom and “bumped into her,” when the teacher became enraged and struck the student in the back of the head several times with her fist, kicked her and threw her to the ground, police said in charging documents.
School employees stepped in and separated the teacher and student.
But, once they were separated, the student grabbed the teacher from behind and repeatedly struck her, before once again being separated, police said.
Neither the teacher nor the student were seriously hurt.
Last week, police said about 30 students and eight administrators were being interviewed as witnesses in the case.
Part of the altercation was captured on cellphone video that was subsequently posted on social media. The teachers union said the posting of the video violated students’ privacy and is a violation of school policy.
In the meantime, ever since Dr. Monica Goldson was appointed CEO, there is widespread interference of Federal and State laws to suit her illegal agenda. The unions Executives currently in Prince George’s County Public Schools (PGCPS) starting with Prince George’s County Education Association (PGCEA), Association of Supervisory and Administrative School Personnel (ASASP) and ACE-AFSCME Local 2250 have been compromised. This interference might be having an impact on teachers, students and other staff in Prince George’s County.
In other words, the role of the Unions in Prince George’s County has become meaningless due to personal greed, as reported earlier. It’s a timely reminder that in Monica Goldson’s vision, public service is an amorphous concept. What matters, from the CEO’s perspective, is service to her. Loyalty to the county, state, nation and the rule of law are nice ideas, but CEO Monica Goldson expects and demands fealty to her and her own interests – above all other considerations. The entire school district is a very hostile work environment due to all cover ups going on. Many teachers and administrators are gearing for mass transfers in addition to taking legal actions to protect themselves due the effect of the corrupt unions.
Furthermore, the union corruption which is well known in this county and facilitated by senior administrators such as President Charlene Dukes of Prince George’s County Community college and others connected to her is not helping with matters. In addition, of course, corrupt union officials, whether or not connected to organized crime figures, engage in “ordinary” organizational corruption, such as misappropriation of funds. The most distinctive form of corruption by union officials is taking employers’ bribes to ignore violations of the collective bargaining contract as happens in PGCPS in many cases, or even to allow employer to operate nonunion. This must end ASAP and the racist management of Maryland State Education Association (MSEA) must be reformed to include minorities in Maryland.
Many Schools in the Prince George’s County and around the country are dangerous places now due to mass shootings, gang fights, teachers fighting students, students fighting teachers, sexual assaults, public corruptions advanced by connected friends of lawmakers and judges and more. Things have changed greatly from the days that many baby boomers sat in school rooms. This is clearly very sad. We have to get back to civility, respect, calmness, and valuing the lives of others. Let’s let schools be cathedrals of learning. Educate to elevate! Read to lead! Learn to earn! God please provide safety for all at the schools!

Vivian Noirie, 36 on her own recognizance Monday based on conditions that she stays away from minors other than her own children
Upper Marlboro, Md. (Reform Sasscer) – A Prince George’s county judge released Vivian Noirie, 36 on her own recognizance Monday based on conditions that she stays away from minors other than her own children and from the location of the incident. A preliminary hearing is scheduled for Dec. 19.
Noirie, who had been behind bars without Bond since Friday appeared worried during the afternoon hearing at the Prince George’s County court house.
Noirie went berserk and attacked the student who bumped into her in a classroom, setting off a “horrific” fight that was captured on video, police and school officials said.

Once separated, the unidentified teen grabbed Noirie from the rear and repeatedly hit her again several times before the scuffle was broken up a second time by the school security, police said.
Noirie was charged with child abuse and second-degree assault in the incident. Detectives are also pursuing charges against the student, police said.
Prince George’s County Public Schools CEO Monica Goldson said the teacher, in her mid-30s, began working for the school system in November 2018. The student is a 17-year-old senior. “It’s important to know that we have set high expectations and standards for our staff and students, and what you saw in that video does not represent the hard work that 10,000 teachers do every day,” Goldson said.
However, Goldson has failed to disclose that, she has been facilitating public corruption which is currently running amok in Prince George’s County. During the recent union meeting with PGCEA, Goldson failed to address the issues presented to her and stated she had less than 30 minutes for a meeting with them. Theresa Dudley who is in bed with corrupt regime took most of the time without going into specifics against the rules.
Neither Noirie nor the student required medical attention after the fight, police said.
The disturbing brawl took place one week after a high school teacher in Texas was caught on camera viciously attacking a special-needs student at Lehman High School in Kyle.
Tiffani Shadell Lankford, 32, was charged with aggravated assault in the Nov. 8 attack, which has left the teen too terrified to return to the classroom, according to a report.
Lankford, who was charged after footage of the assault went viral, can be seen punching the teen before pulling her away from a desk and stomping on her head like Jerry Springer show.
If convicted, she faces up to 20 years in prison.

36-year-old Vivian Noirie of Clinton will appear in court next month. Police say they are also pursuing juvenile charges against the 17-year-old student.
The fight happened around 10:25 a.m. Friday at the school. Police say the student confronted Noirie after the teacher called her parents the night before.
Cellphone video shows Noirie punch the student after she steps on her foot and bumps into her in the classroom. Other high school staff then step in to separate the two.
Police say the student grabbed Noirie from behind and repeatedly struck her after they were separated. Officers declined to comment further.
The school’s website identifies Noirie as a Spanish teacher.

New details have emerged that, a student reportedly brought a gun to Largo High School on Thursday.
Dr. Monica Goldson, chief executive officer of Prince George’s County public schools who is running the school system under a cloud of corruption, said some students alerted an on-site student resource officer that another student was in possession of a gun.
Police were called to the school Thursday when students reported seeing another student with a weapon.
“It was a semi-automatic handgun, but it was associated with completely different set of circumstances,” Stawinski said.
Goldson says the officer was able to get the gun from the student without any incident.
A letter went home to parents informing them of what happened.

School officials and authorities stressed that this case was in no way connected to Friday’s major fight reported worldwide at Largo High School between a teacher and a student.

A teacher has been arrested after video surfaced of a fight between a staff member and at least one student Friday morning at Largo High School in Prince George’s County.
Upper Marlboro, Md. (Reform Sasscer) – A Prince George’s County high school teacher has been arrested and faces second-degree assault and child abuse charges after she was captured on video getting into a fight with a student, authorities said.
The incident unfolded at around 10:23 a.m. Friday at Largo High School in a classroom with about 30 students, Prince George’s County Police Chief Hank Stawinski said.
There was “physical contact” between the student and the teacher before the “teacher then engages in a physical assault of that student,” Stawinski said.
Investigators spent several hours Friday interviewing 40 students and staff who witnessed the interaction and are working to determine what sparked the “extremely violent” reaction from the teacher, Stawinski said.
The video has been circulating on social media and Stawinski warned that “no video captures the entirety of a set of circumstances.”
The student involved is a 17-year-old senior and the teacher is in her 30s, said Monica Goldson, CEO of Prince George’s County Public Schools who is currently running the school District under a cloud of corruption. The teacher has been with the school system since November 2018, Goldson said. Police said they would release the teacher’s name after she has been formally charged.
The incident occurred in what Goldson said is a “core content” class which could cover topics such as math, science or English.
“I am extremely disappointed by the horrific actions that took place today,” Goldson said.
Goldson was reported to have said someone hit an emergency button in the classroom, launching school security to the scene to break up the fight.
Neither the student nor the teacher required medical attention, police said.
Prince George’s County Executive Angela D. Alsobrooks said she was “absolutely irate” watching the video depicting “reprehensible” behavior but added it doesn’t represent the other teachers who work for the school system.
“Everything about this particular incident was completely unacceptable,” Alsobrooks said. “This was deeply disturbing . . . we will ensure that this does not continue to happen in our classrooms.”

Maya Rockeymoore Cummings, widow of Maryland 7th District Rep. Elijah Cummings, announced on Monday she will run for the seat held by her late husband.
During a campaign kickoff event Tuesday, Cummings stood by March statements in which she said Gov. Larry Hogan, a Republican, outed himself as a “dog whistle white nationalist.”
“He outed himself as a dog whistle white nationalist because he said Ronald Reagan was his mentor,” she said. “Since [his presidency], we’ve learned Reagan called black people monkeys.”
Cummings continued “People weren’t familiar with Ronald Reagan’s history; the fact that he didn’t stand for the Civil Rights Act, the fact that he actually did have prejudice towards people of color, African Americans in particular.”
“So I do think that Governor Hogan needs to actually rescind those remarks and I stand by what I said.”
Shareese Churchill, a Hogan spokeswoman, said Cummings continues to mischaracterize the governor’s remarks.
“Governor Hogan simply said he believes in the Reaganesque vision of a bigger tent and more inclusive politics,” Churchill said. “Clearly, Dr. Cummings does not, and she continues to discredit herself by slandering the governor with the kind of hateful, divisive rhetoric that he has repeatedly spoken out against. She owes Governor Hogan and his family an apology.” However, So far, Dr. Cummings is continuing to stand behind her comments and is marching on without fear of retaliation whatsoever.
Hogan said Wednesday that comments like Cummings’, made in her prior capacity as state Democratic Party chair, are “not appropriate for a congressional candidate.”
“I don’t really feel like getting into it with her,” Hogan said. “It’s not really worth a response. I didn’t say anything the first time she made those crazy, outrageous comments.”
After a meeting with Anne Arundel County business leaders, Gov. Hogan said it wasn’t worth a response.

Bladensburg High School
Many students at Bladensburg High School walked out of classes Tuesday, November 12, 2019, to protest deteriorated conditions at the school and the recent Tuberculosis fiasco after the school system leadership, led by CEO Dr. Monica Goldson, failed them due to cover ups. Even though Bladensburg High School is relatively new compared to other schools in the county, there is a need for new items in the high school building.
According to Board member Belinda Queen who attended the protest and we quote her here,…. “They have many issue. Bathroom, food, No school spirit, lack of their voice being heard, they want their band back, mold and leaks in some area. Specialty classroom not having all they need to succeed and much more. I’m sorry I’m just hearing these issues. some I can assist and other the CEO will have to address. These issues unfortunately has built up. They really need a PTA/PTO also. I need every school to have Parents, community leaders and churches involved on behalf of our children,” Belinda Queen said.
It’s telling that neither CEO Dr. Monica Goldson nor anyone else seriously questions the truth of the whistle-blower’s account of the cover up at PGCPS High School here. That officials knew about the problems many days ago and chose to be silent in face of danger to everyone in this particular school. This is clearly a concern and confirms the leadership is out of line and the CEO needs to resign based on this issue and others.
It’s important to stress, however, that even without these surrounding circumstances (or even if some of them depend on contested facts), what’s within the four corners of the PGCPS headquarters at Sasscer Administrative Building in Upper Marlboro account of the Bladensburg High School Tuberculosis fiasco, standing alone, reflects a gross abuse of office.
“The conditions are horrible and gross to be in,” said a senior who did not want to be identified. “We go to class in rooms where there is mold, mice, leaks and a plumbing system that doesn’t work. There is not enough heat in the winter and no air conditioning when it gets hot.”
Bladensburg High School caused a stir earlier this month when teachers and students were kept in the dark after someone with tuberculosis was allowed to roam freely with students and staff within the school grounds. After the information was leaked to the press, the officials then took action after many students and staff had been exposed.
The students, many of them carrying protest signs, joined Tuesday’s walkout after a message was posted on the Facebook page, “Bladensburg HS Students “Demands Better” they want CHANGE.”
“The floors are a big problem — they’re dangerous,” said a senior student as the students assembled in front of the main entrance. “When it gets humid and wet outside, they’re slippery and wet.”
“Just last week, when the floors were so slippery, I slipped and fell,” said, a junior. “Luckily, I did not have to go to a Hospital this time around.”
“There is mold and water spots on the ceiling, and we’ve had mice fall from up there,” said another student, a senior. “Bladensburg is falling apart. It’s disgusting.”
It’s now up to all members of the Board of Education for Prince George’s County —whether or not they vote to remove CEO Dr. Goldson and the Chairman Dr. Alvin Thornton. In order to prevent more problems from occurring in the county, we must enforce new laws that will make the work environment better for everyone. HB 1107 law which gave the CEO of the County School more power than necessary in order to advance public corruption must be evaluated and revealed. This is because of the public corruption involved since the change in governance structure.
The current CEO Dr. Monica Goldson has absolute power like a monarch which is unfair to our democratic system of government. Members of the Board of Education need to vote to remove her from power due to cover ups. They must drum up support to have the Chairman Dr. Alvin Thornton removed as well. This is the only way to prevent a fox from guarding a chicken house in PGCPS.
